Senate Bill 1588 Requires the following changes to HOA operations.

Cap on fees for resale certificates.
Require all HOA's be included in a Central Texas Database.
Require HOA maintain a website with management certificates, meeting information and notification.
Protects property owners from negative credit reporting when fines or fees are in dispute.
Prevents some conflicts of interest within HOA governing boards
Provides for due process in resolution of disputes
Specifically bars HOAs access to lease agreements to protect owner/tenant private information.
Require HOA bid solicitation for any contract service greater than $50,000.
Provide enforcement mechanisms for dedicatory instruments and management certificates.
Prevents HOA prohibiting certain pool safety enclosures.
Prevents HOA prohibiting installation of security measures on owner's private property.
Prevents HOA prohibiting religious displays.
Provides additional legal processes for resolving disputes with an HOA.
